low end power...I want in!

This k24, k26, more low end power thread is getting me juicy.  However, 
my juiciness is being dried up by the fact that I live in CARBville, 
also known as California.  The smog laws frown on non-stock goodies, 
even if they have no, or better, effects on emissions.

So, for my '875kcstq daily driver, would a k24 & chip upgrade (for 
example) be good way to go?  Discuss.
