A.  Your DC ticket doesn't exist "on your record" until you're convicted.
You can honestly say "I have no tickets on my record."  and not be lying.
The administrative nightmare of tracking tickets pre-court date/conviction
would be horrific.
B.  Find out of the cops/judges in the VA area do "advisements".  That's
where the judge will suspend the ticket for 30-60-90-180 days and if you
don't get another ticket, it's dropped.  If you do get a ticket, you're
screwed.  You pay the same as if you were guilty but you're taking the
double-or-nothing chance here.
B.5  I know people who had a ticket under advisement and got another ticket
and adjourned the court date for the second ticket until the advisement
period was past.  Slick trick if you can pull it off.
C.  Find out if the cops will deal with you (ask around, go to court before
your date and speak to someone other than the officer who cited you).  Do
the "I have a clean record, I was spaced out, my insurance will kill me,
whatever" story and see if he'll amend the ticket to a "non-moving"
violation that A> has no points and B> won't kill your insurance.  Offer
and expect to pay the same as the ticket.
D.  Show up, maybe the cop won't.
E.  www.nma.com has some great info on tickets and fighting them.  Might
also want to hit www.yahoo.com and do a drill-down search on auto | traffic
tickets | fighting.  There are some sites catalogued there (I know as I
looked a few months ago).

I've gotten my share of speeding tickets in my life and haven't been
convicted in court in about 5 years.  And that one was undeserved
(figures!)....
