Sorry.  I have't seen the ads you refer to.  I presume that the promise is
that rust will be stopped after it has gotten started.  That *might* be
possible, not using any chemistry I'm familiar with, but there is a lot of
specialized chemistry I'm not familiar with.  I suspect the primary help in
preventing (no - slowing the progress maybe) is the coat of paint directed
after "treatment".  Is the promise that damage is "repaired"?  If so -
caveat emptor.  In either case - caveat emptor.
