Is that transmission similar to a 4k/5k? Those use a hydraulic velocity
sensor ---- governor --- to tell the transmission how fast the car is going
so it can shift when needed. Pull it out (it sits inside the differential
housing) and check the brass gear at the end that drives it. If you find
that it's all stripped down --- that's your problem. Usually happens when
the hypoid oil in  the differential gets low and the governor gear doesn't
get enough lubrication. That gear is only available with a new governor,
otherwise it would have been a $10 fix, time included.
