IF it's indeed all electrical, and the A/C switch switches 12V to a wire 
going 
to the recirc. switch, shouldn't 12V be freely available where they go *into*
the A/C switch? Even if those 12V are switched by something else, too
(e.g. ignition), it doesn't matter, as the A/C switch is all you're trying to
bridge.
So it should just be a matter of moving 1 wire from 1 pin to another.

The recirc can be made to work wiht the A/C off but the Recirc must be on for 
the A/C system to be functional. Air is drawn through the evap when the 
recirc door is closed, when it is open air is drawn from the outside, and 
with the A/C on and the door open the evap freezes up rather quickly (because 
there is no air moving across the evap). The door can be wired to be selected 
with the A/C off but with the A/C on the door must be closed.
