try depressing the pedal about an inch when you start up.  if this helps 
you start, the problem is your control pressure regulator.  this is the 
same symptom i had on my CIS-E rabbit, and i, being diagnostically 
challenged replaced my fuel distributor, fuel pump, and cold start valve 
before i solved the problem with the control pressure regulator (i had a 
parts car with a >1k mi FI system that i was planning on 
putting on the rabbit anyway).
