I suspect your static mixture is off (or you have vacuum leaks).  My
coupe did this surging thing for a bit, I tweaked the mixture now it
will just run up to 1500-2k right after starting and settle down
immediately.

I don't think the other devices you mention don't function long enough
after starting to do what you describe.
