Rust on top edge at windshield

I washed my '87 5k today and noticed a small spot with peeling paint
on the roof, at the middle and top of windshield. Probably some monkey
lads scratched the paint, and now this occurs. What can I do to remove
it? Having a home-sprayed part of the roof that visible is not
attractive, and repainting the whole roof is too expensive. Can I do
anything to stop the bubbles and leave it the way it is without
getting bigger?
