As I understand it -- Paula's ex was high up at the Arizona DMV -- they don't
have to incure the additional expense of doing this until the number of AWD
cars registered in the state reaches a certain percentage of the total. And
people sometimes wonder why I would drive a quattro in the desert...

Unfortunately, we *do* have these roving "smog dogs" and it doesn't matter
whether your car is AWD or not if you set off the alarm, because they will
mail you a ticket. They usually locate them around corners and on on-ramps
so you either can't see them coming or if you can, can't avoid going through
it ... the only trick I've heard that does work is to kill the engine 50'
before the test site and let the car coast through while in gear in order to
pump the exhaust gas out of the engine and tailpipe. YMMV...
