This sounds almost certainly to be a vacume booster problem however the only
problem I have seen on these are leaking vacume.
  A test would be pull off the vacume hose off of the booster and plug.
 The problem should not occure if the vacume hose is pulled off of the
vacume booster, however petal effort will increase to an unsafe level,
however the car does not sound safe as is!
