MC ECU doesn't turn the fuel pump on until it has seen the RPM,
Timing and Hall sensors. The fuel pump relay is probably
mis-wired for it to be on all the time.

As for the fuel pump relay, you don't get spark either. You are unlikely
to have the hall sender connected incorrectly, but the RPM
and Timing sensor are easy to swap. Or are you mixing the RPM and
Hall sensors up? The engine must also be timed correctly,
or the ECU won't see the Timing sensor during the hall sensor
window and then you get the (in)famous hall sensor error.

It's a good idea to remove that paint. It does affect the gap slightly.

Automotive multi-meter on RPM setting. Connect it to what is usually
a green wire at the coil. It should show a very low rpm
when turned over on the starter. Turning the crank by hand won't work.
The RPM/Timing sensors are variable reluctance types which need faster movement.
