My 86 5kCSQ does that too.  Econ - wait for vents to open then back to
Auto.  The vents also will close while on boost, even in Econ!

I could say it's normal for the climate control to be all goofy, but
I suspect a vacuum leak.  The vacuum motor which controls the center
vents is a fancy two stage afair and my theory is that one isn't working
so when the controller orders half open, it gets closed.

So... look for vacuum leaks at the programmer.  It is also possible that
the programmer solenoids have bad solder connections.  Also, didn't
someone post the procedure for jamming the vents open?
