87 4000csq engine temperature

My 87 audi 4000csq is having a temperature problem. It runs fine except for in slow traffic of on long trips the temperature guage will move from the normal temperature to the very top, or somewhere in between. During this the car does not appear to overheat, but the air coming out of the cool air center vent, or any other vents with the setting on cool, is warm to HOT!!!! So has anyone else had a problem like this? Is it the radiator? I have replaced the timing belt/waterpump and the thermostat with no help. So what else could this be? thanks
